It was known to the Romans that a special blend of metals would leave a light mark on paper. It couldn’t be easily erased, as the mark was the result of oxidizing or "aging" of the paper itself. It would write indefinitely without refill, and was very strong. Centuries later, DaVinci would use this same technology for many of his drawings, allowing them to last through the ages without smudging or rubbing away.
The "tactical" aspect all started with the US Foreign Service. Most embassies and government buildings here and abroad won't allow a gun or knife past their front doors. The embassy pen, a writing instrument that was designed with exceptional strength, was the useful solution that offered agents and ambassadors a needed self defense measure that was also discreet.
